This course introduces all staff to Italy's whistleblowing framework under Legislative Decree No. 24/2023, explaining what whistleblowing is, who is protected, how to make a report, and what protections apply to those who speak up.
Italy's Legislative Decree No. 24/2023, which came into force on 15 July 2023, transposed the European Union's Whistleblowing Directive (EU Directive 2019/1937) into Italian law. This legislation significantly expands the scope of whistleblower protections in Italy, covering both public and private sector organisations and establishing clear obligations for how reports must be received, managed, and followed up. Understanding this framework is essential for every member of staff.
This course is designed for all employees, contractors, volunteers, and others who work with or for our organisation. It explains the types of concerns that can be reported, the channels available for making a report, the strong legal protections afforded to whistleblowers, and the responsibilities we all share in maintaining a culture of integrity and compliance. The course also clarifies what is not protected under the Decree, so that staff can distinguish legitimate whistleblowing from other types of workplace concerns.
This course forms Part One of a two-course set on whistleblowing in Italy. Part Two provides deeper guidance for managers and compliance personnel responsible for administering the internal reporting channel and managing disclosures. Completing this course will equip you with the foundational knowledge needed to recognise reportable concerns and to act with confidence should you ever need to raise one.
