
Triage & Investigation of Public Interest Disclosures in Uganda
Equip managers and compliance teams with the knowledge and practical skills to receive, triage, and investigate public interest disclosures in accordance with Uganda's Whistleblowers Protection Act, 2010, protecting both disclosers and organisational integrity.
This course is the second in a two-course set designed for organisations operating in Uganda. While the first course introduces all staff to the concept and importance of whistleblowing, this course is tailored specifically to managers and compliance teams who bear the responsibility of receiving, assessing, and investigating public interest disclosures. Drawing directly on the obligations established by Uganda's Whistleblowers Protection Act, 2010, participants will develop a thorough understanding of what constitutes a valid disclosure, how to triage incoming reports, and how to conduct fair, lawful, and effective investigations.
Participants will explore the key roles of designated authorities and internal gatekeepers, learn how to protect disclosers from retaliation, manage confidentiality obligations, and navigate the intersection of whistleblowing procedures with Uganda's broader regulatory and accountability landscape — including the roles of the Inspectorate of Government (IGG) and the Director of Public Prosecutions. Practical frameworks, decision trees, and case scenarios are integrated throughout to build confidence and operational competence.
By the end of this course, managers and compliance professionals will be able to apply a structured triage methodology, conduct proportionate investigations, document findings appropriately, and fulfil their obligations under the Whistleblowers Protection Act, 2010, reducing organisational risk and fostering a culture of accountability and transparency.
