This course is designed for managers, HR professionals, legal counsel and compliance officers within organisations operating in the Netherlands. It provides a detailed, practical examination of the obligations imposed by the Wet bescherming klokkenluiders (Whistleblowers Protection Act), which came into force on 18 February 2023 and implements the EU Whistleblowing Directive (2019/1937) into Dutch law. Participants will learn how to design and operate internal reporting channels that are both legally compliant and genuinely effective in encouraging employees and other reporting persons to raise concerns safely.

The course explores the full lifecycle of a whistleblower report — from the moment a concern is received, through confidential investigation and feedback, to the protection measures that must remain in place for the reporting person. It addresses the roles of the relevant Dutch supervisory authority, the Huis voor Klokkenluiders (House for Whistleblowers), and clarifies how organisations must interact with this body. Real-world operational guidance is provided on conducting fair, impartial investigations while preserving confidentiality and preventing retaliation.

As the second course in a two-course set for the Netherlands, this programme builds on foundational whistleblowing awareness and focuses on the operational and governance responsibilities that fall specifically on managers and compliance teams.
