Norway Ch. 2A: The Right to Notify Misconduct Safely
This course explains the rights and obligations established under Chapter 2A of the Norwegian Working Environment Act, equipping all staff with the knowledge to raise concerns about misconduct safely, lawfully, and with confidence.
Chapter 2A of the Norwegian Working Environment Act (arbeidsmiljøloven) establishes a comprehensive framework protecting employees who notify their employer or relevant authorities of censurable conditions in the workplace. This course has been designed for all employees across organisations operating in Norway, providing a clear and practical understanding of what whistleblowing means under Norwegian law, who is protected, and how to raise concerns through the correct channels without fear of retaliation.
Throughout this course you will explore the legal definitions that underpin the right to notify, the procedural requirements that both employees and employers must follow, and the protections afforded to workers who speak up in good faith. You will also learn about the role of the Norwegian Labour Inspection Authority (Arbeidstilsynet) and other relevant regulators, as well as the internal and external routes available to you when you witness or suspect misconduct.
This is the All Staff course in a two-course set developed for Norway. It complements the separate Manager and HR course, which addresses employer obligations, internal procedure design, and investigation responsibilities in greater depth. By completing this course, you will be better equipped to act with integrity, protect yourself and your colleagues, and contribute to a culture of openness and accountability within your organisation.
