
Managing Italian Reporting Systems & ANAC Regulatory Compliance

This course is designed for managers, compliance officers and legal teams operating within Italian organisations who are responsible for establishing and overseeing internal whistleblowing mechanisms. Building directly on Legislative Decree No. 24/2023 — which transposed the EU Whistleblowing Directive (2019/1937) into Italian law — this course provides a comprehensive examination of the obligations placed on organisations, the rights afforded to reporting persons, and the operational requirements that must be met to achieve and sustain full regulatory compliance.
Participants will develop a thorough understanding of the role of the Autorità Nazionale Anticorruzione (ANAC) as the principal supervisory authority, including how ANAC receives external reports, issues guidelines, and enforces the legislative framework through its sanctioning powers. The course covers the design and management of internal reporting channels, the handling and follow-up of reports, confidentiality obligations, anti-retaliation protections, and the intersection of whistleblowing requirements with broader organisational governance frameworks such as the Model 231 compliance programme under Legislative Decree No. 231/2001.
This is the second course in a two-course set for Italy. The companion course addresses the rights and obligations of individual reporters and is intended for the general workforce. This course focuses specifically on the managerial and compliance perspective: how to build systems that work, how to manage reports responsibly, and how to demonstrate accountability to ANAC and other stakeholders. On completion, participants will be prepared to lead their organisation's whistleblowing compliance function with confidence and precision.
