This course is the advanced managers and compliance teams module in a two-part series on pan-African compliance. It builds on foundational awareness by equipping those with organisational responsibility to design, operate and enforce cross-border compliance programmes that meet the obligations imposed by the African Union Convention on Preventing and Combating Corruption (AUCPCC), national implementing legislation across key African markets, and internationally recognised anti-fraud standards. Participants will examine how whistleblowing channels must be structured and protected, how to conduct or commission fraud investigations that respect jurisdictional boundaries, and how to report findings to the appropriate regulatory bodies.

African markets present a distinctive compliance environment characterised by overlapping national legal frameworks, regional economic community rules, varied regulatory capacity, and significant exposure to corruption, money-laundering and procurement fraud. Managers and compliance teams must navigate these complexities while maintaining the trust of employees, regulators, investors and the communities in which their organisations operate. The course draws on the AUCPCC, the African Union's Model Law on Universal Jurisdiction, the Financial Action Task Force (FATF) Mutual Evaluation findings for African jurisdictions, and the national whistleblower and anti-corruption statutes of representative markets including South Africa, Nigeria, Kenya, Ghana and Ethiopia.

By the end of this course, participants will be able to articulate the legal basis for whistleblower protection across the region, design and audit an effective speak-up channel, lead or oversee a cross-border fraud investigation in compliance with evidential and data-protection requirements, manage relationships with pan-African regulators, and report material findings in a manner that satisfies both domestic and AU-level obligations. Practical case scenarios, legal references and actionable checklists are embedded throughout each lesson to support immediate application in the workplace.
